Principal Associates

Keith M. Kershner, President 
 

Dr. Kershner founded Research and Evaluation International after 20 years as Executive Director of Research for Better Schools (RBS) in Philadelphia, Pennsylvania. RBS served as a Regional Educational Laboratory funded by the U.S. Department of Education. While at RBS, Dr. Kershner developed the Research and Evaluation Division, RBS

Publications, and RBS' international education efforts. His previous professional experience was in leadership

roles with the University of Delaware, the Developmental Learning Corporation, and the Pennsylvania

Department of Education. He was awarded a Ph.D. in Behavioral Sciences (University of Delaware), a Masters

in Educational Research (Bucknell University), and a Bachelors in Slavic Languages (Princeton University).

His professional memberships include the American Educational Research Association, the Consortium of

State and Regional Research Associations, and Citizens Diplomacy International. Dr. Kershner is committed to

supporting high-quality research and evaluation, as well as international sharing of knowledge. 

 

 

 

Elena Stankova Schmidt, Senior Research Associate for Quantitative and Qualitative Analyses

 

Dr. Schmidt has experience as a Senior Research Study Analyst at Thomas Jefferson University, a Research Associate at Research for Better Schools, and a Research Assistant at the Pennsylvania State University. She also has taught university-level courses in statistics, comparative politics, and the urban context. She earned her Ph.D. in Urban Education

from Temple University, a Master of Arts in Political Science from the Pennsylvania State University, and a

Bachelor of Arts in International Relations and History from Colgate University. Dr. Schmidt is an expert in both

advanced statistical analysis and qualitative research. Her professional memberships include the Association

for Institutional Research, the American Evaluation Association, and the American Educational Research

Association. Dr. Schmidt is proficient in the Bulgarian, Russian, and English languages.

 

 

Uros Cemalovic, Senior Associate for Law, Government, and International Affairs

 

Dr. Cemalovic is currently on the Faculty of Law at the University "John Naisbitt" in Belgrade. He previously served as the European Union Law Harmonization Advisor for the National Assembly of the Republic of Serbia. He was also served as the Legal Advisor for the INTELEXPERT Company for Business Services, Intellectual Property Protection and Valorization.  Dr. Cemalovic earned his Ph.D. in Law from the University of Strasbourg, a Masters in Public Affairs from the

University of Paris, a Masters in European Union Law from the University of Nancy, and  a Bachelor's in

Literary Law from Belgrade University. Dr. Cemalovic has lectured and published widely on various aspects

of intellectual property, parliamentary law, European Union affairs, and international relations. He is proficient

in the Serbian-Croatian, French, and English languages.
